Although, for me, it's more than just the technicalities. You may have an amazing voice but if it's not fit for emotive songs like most ballads, then it won't really work well. For example, Sarah McLachlan may not have the range or the best technical vocals out there but she's one of the best ballad singers of all time because she has the ability to convey so much emotions to her songs.
Nonetheless.
Beyonce can sing ballads really well, she has the voice and the emotion for it.
Fergie, she also has the voice, though sometimes it can be stylized so it blurs the emotiveness of her singing.
Britney, while she doesn't have a powerful voice like Beyonce or Fergie but she can still sing her ballads with passion and soul, albeit to a lesser extent than Beyonce.
Katy Perry, again she may not have one of the best voices in the industry but it still works on her ballads.
Rihanna is a hit and miss, Russian Roulette is really well sung whereas Unfaithful.....
Lady Gaga, even though she has the second best voice among the options, her singing is stylized, it's too theatrical to convey any emotions.
