You've clearly misunderstood what I said.
Underage sex takes place in many societies and little action is taken because it is the norm. In a civilised society we do not condone those acts. Many incestuous relationships begin when one of the two parties is not the age of consent because in some cultures it isn't a taboo. That's how it starts - paedophilia.
To protect ALL members of society the ruling between incest, paedophilia and inbreeding is made very clear. All of which are illegal, not just for the sake of morale but lawfully in cases of marriage. It only becomes questionable for couples consisting of first or second cousins depending on the relationship biologically and lawfully.
To make myself clear by using a random number: The law protects 299 million people involved in acts of child molestation, rape, torture or modern slavery whilst a million (referring to the couple in the OP) may just be consensual adults.
