I would make a transparent document in the size that you want your banner in and then design on there.

I might somehow upload my psd file after each round, so others can see what I've done.
But I'm using version CS6, so it wont work in previous versions.

You should also be able to resize documents after you design everything. Use the crop tool, and then in the top bar, you should have the ability to set a crop width/height. But make sure that you still have a high resolution in the pixels/inch section.
