I took it more as "pop music", and although many of those you listed have had success in pop music, their main genres aren't pop. Shania, Missy, Aretha, etc. all represent highlights in other genres that found success in pop imo.
Impact has a lot to do with it, and although Robyn's music is absolutely stronger than some of those on the list, she's not really popular enough to be on the list. But, I'm in the US, I know she's much bigger overseas, so I have a much different view than others might, I bet the person who wrote this is from America... I mean, they included Katy Perry for goodness sake

For me, it was a mixture of musical influence and quality. I know Robyn isn't that influential but her quality (of her last 2 efforts) is incredibly high, so I included her.
And Aretha, Shania, and Missy are all Pop crossovers. Missy is Hip Hop/Pop or R&B/Pop, Aretha is Soul/Pop (sorta/kinda like Adele), and Shania is Country/Pop.
