No please, according to pollstar, Shakira's latest tour grossed 70 mil for 74 show, 33 shows wasn't reported. Beyonce's tour grossed 97 mil for 102 shows, so there is no difference.

What impact has Shakira had outside of Latin Countries? Beyonce impact doesn't have any boundaries
But while Beyonce keeps making History, perfroming at places being the Hendliner at huge events, winning icon and legend awards, having the BIGGEST artists in the world talking about how has had an IMPACT on their lives and music, having ppl passing out at her shows, having scientist name an insect after her places her name in the nature history books forever. Also having LEGENDS and ICONS coming to her shows one of Many Mr. Paul McCartney. Always placed on the Most Powerful List. Winning Every award you can of, being the first Female, Youngest or Having an Award specially made for her Icon and Legend Awards Having a Word in the Dictionary. Having Top Grossing films over 700 million in sells. Having People on these talent shows around the world perfroming her songs and saying they want to be like Beyonce and how she has made an IMPACT on them. Having Beyonce being the STANDARD for Female Performers. Always making on list of Being one of The GREATEST ARTISTS OF ALL TIME. Performing infront of World Leaders. Having her Pregnancy breaking records on a Big Soical Site being talked about more than World Events.. etc
Shakira's impact doesn't come close to Beyonce. Impact goes deeper than a #1 single
