I don't think it was "fair" in 2011, when pop completely dominated, and neither was it "fair" in 2004 when RnB and hip hop dominated (although they weren't dominating as much back then as dance-pop is now).
I think it was best in like 2006, when pop and urban were both doing kind of equally well at the same time imo. Timbaland took advantage of it, but at the same time ended up popularizing techno with My Love, Sexy Back, Promiscuous, Ayo Technology, etc.
Another reason why dance seems to have "replaced" RnB is because David Guetta collabs with mainly RnB and hip hop artists, and they all seem to decide to have dance songs on their own albums. It started off with Kelly Rowland in 2008, but it's gone completely out of control now with Ludacris and Snoop Dogg now doing songs with him.
However, I think the MAIN reason why RnB isn't so popular anymore, as stupid as it may sound, is because of Hollaback Girl by Gwen Stefani.
Ultimately, I'm honestly not sure if RnB will ever properly become popular again. I think it'll become like jazz music where everybody knows what it sounds like, and kids grow up to accept the influence it had on music and culture during the 80's, 90's and 00's, but nobody will actually buy it anymore.
