I feel like Roar will be #1 but WB will snatch #1 once radio comes in a bit more. Right now they're pretty even minus radio once you take it all into account.

Billboard will never say that a song has #1 on lock. They just have to be careful with their wording.
Nothing against Miley but I wouldn't mind if they change the formula to how it use to be starting next week.
Miley still would get it with the old formula. She would only need to sell 140k more than Katy. In fact it was more easy for the digital hits to be #1 with the old formula like it happend with Not Afraid, Womanizer, 3, HIAM and Part of me.
Firework would have been #1 the week that BTW was rush-released
