Her latest album, Born This Way, outsold the latest releases of any of the people listed in the poll and hasn't been re-released: it is currently enjoying a noticeable sales boost thanks to the tour. Her tour is on track to become one of the top10 most-successful of all-time, and her average gross (~2.7M) is three times the one of her closer competition among the other two (Rihanna) and more than five times Katy's. According to starcount, she still is the most popular social media presence and gets headlines despite being officially on a media break. Protests around the globe show her impact. She is a respected and award-winning songwriter, musician, singer, activist and fashion icon, something the other two still can't say.

The album sales. The singles sales. The TOUR sales, even though she has no album out at the moment and her last single was in 2011.

AT THE MOMENT, meaning RIGHT NOW, Katy Perry. Wide Awake is doing good on iTunes, playing a lot on radio, and she has her own movie coming out. After her, it's Justin Bieber. Then Rhianna because of Where Have You Been doing good on radio. Lady Gaga and Adele don't have anything out right now so they shouldn't be options to be honest.

With these two statements you're focusing on the US; "Marry the Night" reached #1 on one of Belgium's two national charts and Brazil's Pop chart, and was actually a decent hit in several other smaller countries, and You and I was a decent hit in many of the larger markets.
Katy's popularity is visibly declining as well - "Wide Awake", despite being new material, isn't doing extremely well outside Katy's usual markets, and she isn't in a very large amount of press internationally. She's still very big, but internationally Gaga is garnering more attention and that will become more apparent very soon when her lead single drops.
Justin really isn't the biggest pop star by a long shot - he had a moderately large hit with "Boyfriend", but nothing spectacular, and he's only sold somewhere around 9 million albums worldwide to date. He's only had three significant hits throughout his career as well.

Well, her album sales slowing down would be a compelling argument had the album not been on a tear for EIGHTEEN MONTHS prior to its slow downfall. It's hard to keep up consistent sales for a couple of months nowadays. Adele was consistently at or near the top for a year and a half. That is astonishing in this music climate.
Oh, and RITD would only have been a "fad" if the follow-up singles did not perform similarly well...which they did.

No, really, it's not. You can make a compelling argument for Katy (and for any of the other choices), but Bieber's appeal is too limited, even now. In a couple of years? Sure, I could consider it. But his audience is still made up too much of a specific demographic. "Boyfriend" is a step in the right direction toward ultimate pop star glory, but it's not enough.

The question wasn't "who is being talked about more in the US?", If we use your logic, even Skrillex is more popular now., Bieber is the biggest pop star because of BUZZ? Katy Perry is nowhere near Gaga's impact, influence and importance worldwide.
Gaga is on a media blackout, she hasn't released ANY new material for over a year but she still gets articles about her fragrance, her jewelry collection, the controversy, the international reviews and critical acclaim of her tour, and she stands out for being a major social media force, let's not.

Lady Gaga may be on the DL in the US at the moment, but she's an international BOMB. Wherever she goes, she always provokes some giant protest or large following by fans, regualr civilians, and media alike. All of the other pop acts are a minor blip on the international radar. Adele is an exception, but she doesn't have much of an impact with her brand. She's much more about the music than presence or a message. In my opinion, she'll always remain relevant because much of her music is regarded as classic.
