Do you guys know when Billboard will announce the artist of the year and the artist of the decade (in case they'll have an "Artist of the decade") ?

Billboard always publishes the year-end charts at the middle of december.
About the Artist of the decade, Mariah got her award on the Billboard Music Awards of 1999. But the Billboard Music Awards doesn't exist since 2006, so we don't know if there's gonna be another Artist Of The Decade award.
If there's an award for the Billboard Artist of the Decade, probably it's gonna be between Eminem (biggest album seller) or Usher (Most #1 hits on Billboard Hot 100).

Yeah, she's tied with Rihanna for most #1 singles.
Brit only had 3, Womanizer, & Toxic I believe. (Maybe Oops too but that could've been 99? Baby One More Time was 98/99)

Beyonce is more successful than Britney in terms of Hot 100, but hey Britney is definitely the face of pop music in the 00s. She sold more albums than any female (also excluding Baby One More Time) she had 4 #1 albums (excluding BOMT), 4 #1 Pop hits, hits that smashed, "Toxic" and "Oops" are a part of the pop culture, bitch is the only in the decade to have a Diamond album, She got a Hollywood Walk Of Fame star in 2003, She's a living legend and she had a much bigger music/culture impact than Beyonce or Eminem.
Beyonce might be more successful than her as of right now or overall in terms of Hot 100, but she doesn't have the impact Britney had (and still in has) in pop culture and music, that's undeniable like her or not.
Whether Billboard chooses Beyonce or Britney, or another male/female/band, I just don't want it to end up on fanwars, but if it's Britney or Bey that's definitely what's happening....
And I think Black Eyed Peas are more likely the act of the year than Lady Gaga, or does artist of the year only counts solo acts?

Well, to say that Britney has had more of an impact on culture and music than Beyoncé will always be an opinion, never a fact. You can't measure that statistically (no, album sales, and chart positions do not prove that Britney has had more of an impact on cultrue), it's just your personal view.

We all know that chart positions do not perfectly measure culture impact and influency, Just look Madonna was outsold by many females this decade and still she's considered the biggest pop act, queen of pop, and still has her impact...
