No she's not. I don't think she ever was. She had a couple fantastic years, most artists have them.
If anyones the biggest popstar in the world, it'd be Rihanna, she's the closest, but even then, I'm iffy.
I don't think there's an artist right now who's leagues above the others.

If by "popstar" we mean that aspects such as name recognition, cultural impact, image/brand are included in the ranking, then the biggest popstar is undeniably Lady Gaga.

Yeah, I think so. Here's a few reasons why:
-When I went to the local Halloween store to get my costume, there was almost an entire aisle dedicated to Lady Gaga costumes. There were no other female pop star costumes.
-My high school does skits every year; the different classes compete against each other. Last year, THREE out of the four classes at my school dedicated a part of their skit to Lady Gaga. No other pop stars were represented.
-And let's really get into the VMA's, the Grammy's, any kind of big award ceremony - when Gaga arrives, performs, etc. it's kind of what EVERYONE is waiting to see. She's always the WILDEST, always takes it the furthest, and since the rest of the pop gurls seem to be trying really hard to do the same, she just kind of makes them look desperate.
Rihanna is surely the second biggest, though, and for no reason other than her steady stream of well-produced hits. But ah well, that's no more gimmick-y than Gaga's rise to fame.

Rihanna released also non comercial singles from the Rated R era....she even released a ballad as a lead single, when will gaga ???
