It's less to do with Bobby and more about Gaga calling the shots. With Troy she used to just go along with everything because she didn't know the ropes and didn't know what she was and wasn't comfortable doing. 8 years and an ARTPOP later, she knows what she wants out of a campaign, and that's why she renegotiated her contract to be able to promote or not promote as she pleases. Bobby can only do so much by suggesting things, but if Gaga doesn't want to do it, it's not happening.
Why do people on here think the album will get a Grammy nominations because its not electro-pop. The Music quality dictates the nomination and sometimes the success of the album.

I feel like it is kinda smart thing that she pulled out of this UK Promo. There is no chance for her to be #1 there since Buble will have it. They are more focused on US for now.
The promo plan is definitely based on longevity and will hopefully be spread out. I mean, she might be busy this week shooting AHS or even ASIB, since she said she's been shooting this whole time in one of her radio interviews. We don't really know what she's doing. Fact is this obviously isn't an ARTPOP where they needed those first week sales. They more so need people to be receptive of her new sound and give it a chance.
I can't believe we had to wait so little for a Lady Gaga album this time around. I still remember the almost half-a-year long wait for BTW, which ended up being very worth it.
Joanne's pre-album release period reminds me of the Ultraviolence/Honeymoon eras...
