Its because Rihanna songs are generally crossover format hits, this only has Pop radio right now... they need to send it to HAC, both Needed Me and TOWYCF are gonna jog the other formats but won't touch HAC.

Also, it'd be an excellent warmup to Love On The Brain which will slay HAC.
