It's just combining the songs you have downloaded and purchased from iTunes (including the ones you have on your account and haven't downloaded) with music you've added to your library to stream.
Cloud with the arrow is the option to save the album/song for offline listening. Albums you have purchased from iTunes or other stores (or pirated and imported into iTunes) won't have the cloud there because they're already available offline. You can sync these to your mobile devices just like normal, or just delete the files and to stream them instead. I've noticed that imported albums or songs that are not available in the store have a dotted cloud next to them. You can't stream them, or save for offline listening, you must have a copy of the audio file to listen.
