I'm pretty sure the movie will come out after ARTPOP is released because we'll probably be hearing songs in the movie. Like when people have movies, the behind the scenes comes with the DVD. So the "behind the scenes", which is the movie, will come out after the actual product (ARTPOP) is released.
So basically her gift was an announcement of something we already knew a mess. At least give us the full cake video or a trailer or screenshot or something.

I honestly believe it'll be out between the lead single release & the album release.
By that way, it'll help promote the lead single (with playing it in the movie) AND the album.
