Random in the sense that it was never promoted before-hand, sort of a surprise release

Unless Katy is doing a surprise release era, I think "Rise" is definitely a promotional single they decided to release in order to take advantage of the Olympic backing.
If it does well, it'll be crowned as the albums lead with the album following shortly. If it doesn't, she won't release another song until September, claim that as the lead single and then drop the album.
