Because Mewtwo was supposed to be in Brawl, but he was the last character cut due to time restraints. They kept Lucario because he was newer. Mewtwo is the most-wanted character for this game alongside Ridley.

Mewtwo is an iconic Pokemon. Lucario is not. People can remember going and seeing the first movie because Pokemon was at the height of its peak when it came out. Didn't Lucario's movie go straight to DVD?

Lucario's not even known to the GP. The people who continued to follow Pokemon know him, but back in the day Pokemon used to be a global phenomenon and everyone was watching the show/movies. Pikachu, Charizard, Jigglypuff, Mewtwo, Mew, etc. are iconic Pokemon. I like Lucario and think he's a cool character for the game, but I would never put him over somebody that actually matters like Mewtwo.

Mewtwo is one of the biggest Pokemon in its history and he is the most-wanted character. His moveset was very unique and people loved playing as him.
