Yeah but Base Speed isn't the only thing as you just said. Garchomp could have had 0 IVs and 0 EVS, and Zygarde 100% might have say, 80 Base Speed; but able to outspeed with the IVs and EVs and Nature. (Dunno how accurate this is, just a thought coz I feel they did the same for Lunala coz isn't Gengar's speed like 130).
