We have that scheme in Germany where you have to pay an extra amount for plastic bottles that you will get back if you return them. It's been moderately successful, but there are still people who are too lazy to take them back and just throw them out. Some homeless people take advantage of that and earn money by just collecting bottles from bins and bringing them back to the store.
Thus in the end it still works, because the homeless ensure every bottle they see or find, will be returned. I have a few glass Kölsch bottles and plastic bottles. I still forget to take them back to Germany.
