only one targaryen had more than one wife and it was aegon the conqueror. he married both of his sister and, honestly, it made sense at the time. not only were they the only targaryens, they were also the last dragonlords. by marrying his sisters, he kept their bloodline pure allowing only them to ride dragons.
just to enlighten you a little, aegon was never supposed to marry both of his sister because, according to their tradition, he was to marry his older sister visenya but he ended up marrying his younger sister rhaenys at the same time because he was in love with her. trust me, there's no evidence that rhaegar had married lyanna
daenerys is the one true queen of westeros. nobody's claim is stronger than hers, besides she has the largest army along with three fully grown dragons that listen to her now.
