It's only a plot hole if we don't get an explanation.
Are we even sure all of the seasons are set in the same universe? I haven't been keeping up as of late so I don't know if they clarified or anything, but them using Pepper again has me thinking that they might be trying to tie all of the stories together somehow. So that by the final season, we all have this "Oh!" moment and realize that all of the stories are connected even tho they told us themselves (or at least the creator did idr) that they are all separate stories.
I'm sure there are fans who have elaborated on this a lot more, but the seasons share common things other than actors like subjects, themes, and events. Not sure if there is anything that really ties them all together tho.

this is actually a great vision, but i think pepper will be the only character to ever reappear on AHS

I agree and she should be the only recurring character.
It's been forever since I've watched AHS, but one of the downsides to Asylum for me is that we never really found out who Pepper was. All of the seasons have plot holes or things that should have been elaborated on and Pepper is among a small group of characters who could have been used better and/or had stronger storylines.
I hope we are going to learn more about her this season, but then again... Knowing them, we won't.

maybe Pepper is completely normal, just has a physical deformity, but is taken in because she looks like a freak. it'd be a cool twist if, at the end of Freakshow, Pepper actually does go crazy, and in a quick flashforward at the end, you realize everyone from Asylum was figments of her imagination at Briafcliffe (rather, the people were actually there, but the appearances were altered in her head).

Are people really that bothered over Pepper?  I doubt she'll be on screen for more than 20 minutes in total.
I'd love to be proven wrong though, I loved her character, I just don't get all the drama. Of course they'll think up something to make her story complete, why would you say it's a plot hole when not even the trailer is out yet?

No one knows if they're in the same universe. Having Pepper in Asylum and Freak Show would put them in the same universe. Using her as a way to tie all the seasons together would be incredibly lame and unnecessary, not to mention she isn't even in Murder House or Coven.
I don't know why you guys are getting so bothered by me pointing out a small plot hole

I like it. The characters are different. Therefore they'd look different if this was a reality, but because it's a show, the different characters are played by the same actors.
Those actors obviously look the same. It's not like Sister Jude was the owner of the Freak Show and the head at Briarcliff.
Elsa Mars owns the Freak Show, and just happens to be played by Jessica, and Sister Jude is the head at Briarcliff. Also played by Jessica

But in Pepper's universe they would look the same  I'm not saying they're the same people, but they would look the same.

In Pepper's universe, those people wouldn't be actors/actresses, therefore they'd look different to her.
Think of it as me dressing up as Nicki Minaj and Lady Gaga in real life. I'm the same person and have the same looks, but you know I'm playing a different character even though I look the same.

All these arguments are stupid. Pepper should not be recurring in multiple seasons because they're all supposed to be separate seasons. It's an anthology series for a reason, and it's totally illogical to put Pepper in Freak Show when she already was in Asylum; it's just Ryan pandering to the fans again because everyone wanted her back since she seemed like a freak in Asylum.
