It was released a few months after, literally a few months meaning we dont know who shot first.
Even two months is more than long enough to conclude that Britney's photoshoot was first. I'm sure the magazine had to go through a ton of people to get a set date for Britney, so they would've wanted it to be early in case of cancellations.
