Because other people can tell victims what to look like? A lot of these people have been living in dictatorships for decades and have been on the run for months, I can imagine they want to and will relax the moment they have the opportunity.. For all you know someone donated clothes to the shelter or whatever, it's honestly not okay to judge them like this
