First off, shes pretty significantly bigger than Cyndi internationally - not that there's anything wrong with Cyndi, a woman who has two of the most significant pop hits of all time and the go-to gay anthem.
Second, you're talking a lot about how big she is, but then about her "impact." We've established her impact, showing the artists she has influenced directly, and 2AM has pointed out that pop radio responded to the success of CGYOOMH. I'll note that she's likely a major inspiration, in sound and image, for Madonna's Confessions era as one example.
Biggest foreign 80s pop act who didn't crack the US makes it pretty clear that she is, was, and will be a major part of pop culture outside this country. the point we're trying to make overall is that even if she'd never had a single popular moment in the US, she's
huge outside it. There's a reason she's quite literally billed as the "Princess of Pop" throughout Europe and Australia.

To elaborate on this, she's to the outside world what Cher is to the US.
Acting career, pop career, still relevant as a legacy act with the occasional hit, decent touring, well respected.
And she's at the age where her Believe could be coming in a few years.
