Grace blames CHAD and it's made to look like HE'S THE RED DEVIL until the SHOCKING FINAL REVEAL where it turns out it's actually GRACE!
Ok, I know for a FACT that Grace is the murderer and she's planning on killing again. If you re-arrange the letters in Grace Gardner's name, you get:

As in Grace, being the killer, having access to the Kappa House and being able to kill who she wants, without anyone noticing.

Grace is obviously gagging her victims so they won't scream or cry out loud, before murdering them. It's also used as an obstacle to free speech. Grace is literally over-using her privilege of free speech with her atrocious theories trying to hide the fact that she is the killer.
