Eat lots and lots of protein.
find a dumbbell weight that will yield 4 sets of 12-14 repetitions, in other words a weight where at 12-14 reps your biceps are start hurting.
Do this 2-3 times a week.
Work on triceps: do exactly the same as above but with a tricep pressdown or bench dip exercise.
find exercises for your forearms
Do all arm exercises on the same day.
After a while the weight you're using will begin to feel lighter at 12-14 reps, increase the weight by 5 pounds.
That should get you started.
