Those IMO are the best songs on the list. Sara should be #1 IMO, not #7. I'll take the melodic sounds of Love Song and Bleeding Love over dreadful Low any day. I don't think Flo Rida deserves #1
It all had to do with Clear channel blacklisting Britney because for her Dream Within A Dream tour she switched tour sponsors from Clear Channel to some other sponsor. Clear Channel didn't take the news to well and the Britney era suffered poor radio airplay because Clear Channel owns a large amount of radio stations. Just google Britney blacklisted by Clear Channel and plenty of info will come up. Only mid-way through the ITZ era did the grudge drop...you can thank Toxic's undeniable hit factor to them letting bygones be bygones. I referred to them as the Evil Empire back than for that pettiness showing of business. I have resented them to this day for having songs like Slave 4 U be handicapped for high charting because of poor airplay. All because she wanted better sponsorship for her best tour to date in my opinion.
Even Britney's biggest supporter refused to play her music back then.
From 2002:

Britney Spears Suffers ‘Overprotected’ Blacklist By Z100
Britney Spears fan site BSUWeb.com is reporting that New York’s top pop station, Z100, is refusing to air Britney Spears’ latest single ‘Overprotected’. The site is urging fans to call and email the station urging them to play the song and lift the blacklist. Apparently this is a continued step to punish Spears for not using Clear Channel as her tour promoter. An LA Times story from February reports Rep. Howard L. Berman urged the Justice Department and the Federal Communications Commission to probe the situation.
OK, let's see what I think of the list
Low

Actually you can't say Low doesn't deserve it because it performed better on the Hot 100 than any other song this year so it does deserve it.
Mike whatchu think bout dem girls wit apple bottom jeans and boots with the fur?
I can't stand Low at all though, it's one of the worst songs of the year for me and I don't care if it had the best run on the charts. I think it's terrible but at least it's better than Crank That.
I feel like I wanna cringe when I hear that Low track, it's so
You guys need to realize Billboard start off the new year on like the first week of December, right? So, that adds a lot of Low's sales onto 2008, when in retrospect, most were in 2007. If we were going by the actual calendar, it would be Bleeding Love but by a small smidge.

which seems truly unfair to me. They need to do it traditionally and count the new year at the actual star of the new year. Leona got hosed so Bleeding Love is the actual and official Song Of The Year, not Low
