At the beginning of the raid there was some negotiations attempts but the terrorists rapidly told the police that they didn't want to negotiate, didn't want to talk, that they were armed and had explosives vests on them.
If you think this is about religion you are either too lazy to read up on national conflicts or are purposefully being ignorant. I'm an atheist and even i think to put the blame on religion for this is a very uneducated viewpoint
