It's not and let's not down play other accoldes just because Britney is receiving this one, any award that acknowledges you as a industry Legend or Icon is obviously more exclusive than a millineum award
The Millennium Award is pretty much their equivalent to a "legend award." It recognizes success and influence on the music industry.
