If you switch over to the ratings and review view in the store, there is an option to switch to life-time ratings (im not sure of the exact name, it's something like that) which shows the ratings across all versions of the app. I think we use that version.
Yes, use the "ratings across all versions" figure. If it's over 1,000, you can use the app.
