It's practically guaranteed tbh. Her views are rolling which means it's not 16.7M. It's much more.
For example, Bad Blood only showed 14.8M Views on Youtube after 24 hours, but VEVO announced it reached 20.1M

People have already stated that she's likely already broken it, and they're entirely right.

views than Bad Blood had at this point, so it likely also has more actual views.
