You literally have no receipts of either of those eras having major success/impact.
The album sales were mediocre considering the number of "hits" besides Umbrella (which were mostly one-week #1s that aren't remembered at all today), the tours bombed, and there weren't any major impactful moments during either era. There's a difference between songs being huge and an artist being huge, and Rihanna has never been that artist. Her manufactured quick radio hits speak for themselves.

Hmm, let's see here.
GGGB sold 9 million (not everyone has that) with a rerelease. Spawned 8 singles. Earned her a Grammy (not everyone has that either). Gave her one of the biggest hits of all time with Umbrella. The success and impact: There.
Loud sold 6 million, spawned 6 singles, had a tour that grossed 90m. Won another Grammy. It doesn't matter how long a single is at number one. She has plenty of memorable singles from those two era.Especially when 6/13 of her #1s are from those two eras alone.
Rihanna is not JUST an artist with big songs, she's one of the biggest stars in the world, and her credentials prove that. Her winning the ICON award is a testament to her impact. She's won 8 Grammys and sold over 200m records. Quite frankly, if Rihanna isn't huge, then your fave is not huge either, considering the fact that these Rihanna eras have matched/outdone Katy's biggest eras with much less promotion. I'm not even going to address the last part about "manufactured radio hits." Pot, meet Kettle. :rip

But anyway yeah. X and stuff.
