Because legends are renowned for doing something well. They are legendary because you talk about their qualities not their appearance/what they represent (that would be an icons).
For example, Katharine Hepburn is an acting legend. When you talk about her you talk about her talent and skill. Marilyn Monroe is an acting icon. When you talk about her you talk about her image.
Thus, Britney is an icon.
Celine is a Legend.
Beyoncé is a legend-in-the-making, if not already a legend.
Celine's music videos having more views than Madonna's (no shade as I know some of Madonna's videos are banned in some countries). Even more than some of Mariah's.

How is this canadian woman a legend yet ya don't consider britney spears or beyonce legends? Like da fuq is up with that? Britney and Beyonce had more impact than her and they are more known and have more global power. They have also been in the business the same time celine has but britney and beyonce actually have a strong fan base and memorability.
Céline Dion and Katherine Hepburn are not even remotely comparable. Katherine is one of the most iconic people ever in Western culture and her legacy is nearly unparalleled. Céline is scantly remembered outside the context of '90s movie soundtracks.
Pretty sure more artists nowadays cite Katherine as an influence than Céline. Even musicians.
Even if all of this is true, what point are you actually making? I never ONCE compared Katharine to Celine. All I did was illustrate the definition of legend using Katharine, which you seem to agree is a good example. And through that example, you can see how someone like Celine who has multiple hits, a huge amount of sales, impactful songs, incredible talent, etc. is a legend.
And also, can you please provide any receipt that suggests that more musicians cite Katharine as an influence than Celine. You’re entire point is kind of nullified by that statement.
