A billion dollars and it's not even questionable.

World peace would last for a few seconds and then Israel/Palestine, Russia/Ukraine and Northern African rebels would be back to their old ways. You can't take away people's free will. If world peace were to miraculously happen, it wouldn't be lasting. But a billion dollars, assuming it was in the bank and not in share portfolios, would still be a billion dollars.
