Several reasons.
The main one by far is that he and/or his people want to be elligible for Latin awards and certifications in the US so the album has to at least 50% Spanish.
Problem is he seems to have recorded tons of English tracks, enough for a whole album itself while he's only come up with about five Spanish tracks. Thus the solution is to take out some of the English tracks and pad the Spanish side with remixes. They did the same with Euphoria were they took out 'Everthing's Gonna Be Alright' and added in the second version of 'No Me Digas Que No' in the US.
There's also the possibility that all these stores that have exclusives help promote the album in various media since they have their own exclusives. Again this is similar to Euphoria which had magazine ads and a TV ads funded by Target, although strangely I don't recall the commercial ever broadcasting on TV and the one they put on their website was just Enrique talking about how great Target is. Hopefully any ads he does this time he actualy mention the abum.
Your best bet is if your in the US is the Target Edition which does have 'Physical' with JLO.
