1D are a teen act and it was their first real worldwide tour. Low ticket prices tend to be the norm for that (just compare Bieber's ticket prices on his 'My World Tour' and on this tour). For Bruno, on the other hand, it is a bit strange given how well he sells both his singles and albums and he has a large adult crowd following too...
Um this is also Bruno's first arena headlining tour and it's 99% sold out. Bruno and 1D's tickets were the cheapest among people in the list. Bruno's dates were mix of arenas and amps as you can see from the average tickets. I don't know about 1D. So, it's not a surprise if their averages is lower than others.
