As SBS Inkigayo will not air until next week, YG stated that 2NE1's comeback stage will officially be at Mnet's M! Countdown this Thursday.
He has yet to say anything about delaying the actual release.
I was tuning in. Didn't know this happened. But at least we'll be getting the new song + M/V in less than 6 hours.
It's always been that way. Music first, then the performance.

A South Korean plane crashed in San Francisco; over a hundred people injured, 2-4 deaths also occurred.
So SBS cancelled Inkigayo to report the news, or pay respect, not quite sure.
That means 2NE1's pre-recorded performance will not be aired at all.
Asiana Airlines is a sponsor of YG, but SBS is the one who cancelled the broadcasting on Inkigayo altogether.
