GOOD CGI and special effects cost a lot of money. Watch the FAME film and you'll see why it costed more than Judas and ET combined. Watch MJ's "Scream" video and you'll see why that costed $7m to make.
This is not good CGI and/or special effects.
Most of Katy's video is GREEN SCREEN, not CGI. The makeup, the background, her contact lenses were all green. The only CGI was the alien at the beginning and Kanye's spaceship. And there were no actual set pieces except for the scene when she landed on the planet. Not to mention half of the ET video is footage from the Discovery Channel.

Also, to that other person, Judas did not cost over $1m.
Not even sure why this has turned into a stan war. More money =/= better video. The ET video is better but Judas cost more because of how it was filmed. Fact. Common sense.
