The location is generally pointless. What matters is that this is America and you're free to do as you please as long as you're breaking laws. What's tacky to one person is normal/acceptable to another. I assume they weren't making out and that it was most likely a quick peck of a kiss. Hardly a disturbance and you would have to have been looking at them to notice. But even if they were undressing to have sex on the condiment island, there's no reason or cause to physically assault somebody.
