She sold a ton (over 50m if I remember correctly?) but a huge chunk of it is still streaming, something which isn't completely factored into the known totals of Rihanna and Taylor.

I hope they fully certify Britney, soon, too - the streaming certs could help her nicely.

Average sales prove who has more digital power. The fact that Katy has more 5m sellers, more 300k+ weeks and she has sold 12m singles less than Rihanna with half the amount of singles and albums says a lot.

Also, according to Billboard Katy was the Top Digital Artist last year thanks to Roar and Unconditionally, while Rihanna had Diamond-Stay-Pour It Up-What Now.

Rihanna is one the biggest digital artists but Katy is obviously bigger.

Of Katy's 72 million certified digital singles, 60+ million are pure sales (as mentioned a few pages ago). Roughly less than 20% comes from streaming.
