That's the angle that they've been tackling for the past 30 years though and the rates for this disease are still disproportionately high among gay men.
The issue has never been that condoms were hard to find, or even get for free. Nor has it ever been that gay men aren't aware you can get HIV/AIDS from bareback/unprotected anal sex. The problem is that they know and they're risking it and doing it anyway.
