She's clearly influenced them, so it isn't a reach at all for those women to be compared to her (though I hate it when it turns into accusations of "copying"). It's not like all female artists of all genres are compared to Madonna.
And to answer the OP, in some ways she is, and some ways she isn't. Changing her look for every album era, becoming increasingly sexual with her image, being heavily criticized for being short on talent.
Musically, not a whole lot, and there is the fact that Rihanna doesn't compensate for her lack of singing ability with her performances. Madonna isn't great singer (she can still sing decently enough, though), but at least she puts on a hell of a show.
