While this is all true, it's still clear he does, in fact, support it, as we can see from his actions and statements from the 90s. But you are correct in saying he hasn't outright said it, although anyone who can read between the lines with his actions and past statements in mind knows that his saying his views are "evolving," and that he "isn't ready to make news that it yet" are simply more of his ball-less tactics to remain neutral despite the wishes of those who elected him. I don't like that about him, but it's about as good as we're going to get for now.
