We know damn well it's old but Gaga has been working on her new album for ages and Rih tweeted that about the same time the rumors about Azealia being on Artpop were floating around so it all makes sense
Y'all are underestimating Rih's tweet! Ratchet would be the continuation of Telephone which was a sequel to Paparazzi. The tweet has PAPARAZZI lyrics I mean, the signs are so damn obvious
Also the paparazzi look like cops chasing her. Though her tweet was sometime ago, and she could easily be calling the paparazzi ratchet but the only three I can link are Bey/Gaga/Azea atm.

Gaga wrote RACHET a while ago. She called up azaelia a month after rihs tweet seeing what she could do with ratchet. Its possible gaga has been shopping around for a while for a female vocalist with the song. People have also heard solo versions of Ratchet with Gaga.

!!! and there little chat in SEPTEMBER during the VMAS. Gaga doesn't praise an artist unless she's collaborating with them or Idolizes them.
