It's because you're getting wrapped up in the numbers. The reason halftime shows come and go so easily is because the people who tune in to watch the Superbowl don't do so for the halftime performer. They don't leave their Superbowl parties thinking, "wow, that was a good performance," they leave thinking, "wow, that was a good game". The focus is not on the halftime performer and therefore the halftime performer is simply an afterthought for most people.
On the contrary, it's the complete opposite for award shows. People tune into the Grammys, Oscars, and VMAs to be entertained by people in the entertainment industry. The show ends with people remembering the performances because that's what they tuned in to see.
You can be watched by a billion people, but if you're not the main focus then the billion that watched you aren't going to remember you, they're going to remember what was the main focus. For Gaga, she ended up "stealing the show" according to so, so, so many people and therefore she's going to be in more people's minds. You can blame the fact that the show was relatively boring overall, but hey, it still worked.
