Gaga's impact is undeniable both musically and aesthetically, but I'm gonna have to say Katy, Nicki, and Ke$ha, but not in that order. Nicki copies Gaga aesthetically all the time. Ke$ha (Dr. Luke, rather) has copied Gaga sonically and her image wouldn't have worked without Gaga making it okay. Katy copies Gaga's looks from time to time but she hasn't done it in a while.
