It was announced as an 8-track EP and that had been the plan when Gaga was writing it (Gaga's label wanted a 3 track rerelease, but Gaga wrote more songs anyway). Ke$ha's label had her release an 8 track EP too when they saw the success Gaga had.
You are right in saying that they intended to only have a 3 track rerelease at first, but it wasn't a last minute change the month before with the 8 track EP.
I wanted an 8 track EP from Katy too, but I hope we'll get a new album late this year/early 2013
