The Fame, The Fame Monster, Born This Way and 21, to name a few, are albums that show that artists are still very capable of selling impressive numbers as long as the music is good enough, but Katy has NEVER sold that much
No honey, in the last 5 years Gaga has sold over 25 million albums and gets more press and media attention in one era than Katy has had through her whole career. You stay trying to deny the facts though

As a stan of neither artist I would say Katy is bigger overall. Of course Xtina sold more albums but that's because she came out when album sales were a lot higher. If you compare Xtina to her peers in the late 90's/early 2000's based on albums, singles, endorsements, tours, media attention, impact/influence, it becomes obvious that she was overshadowed by Britney, Nsync, Backstreet Boys, Spice Girls, etc. She really wasn't all that big at her peak and then later in her career got overshadowed by every pop girl in the game.
