Are you sure on that?
Because when I went to my High School's MORP dance (PROM backwards, where everyone can go) they played "Did It Again". But they played it at the beginning of the dance, when no one was dancing (except me) along with "Why Don't You Love Me" and a few other old songs.
So while it may have only been officially released in Europe, the U.S. was still aware that it was around.

It is, actually, a possibility for "Did It Again" to be nominated. For the longest time, the rules used to say that a video had to have been on rotation on any of the channels in MTV Networks (MTV, MTV2, VH1, MTV Hits, etc.) in order for the video to be eligible for the VMAs. However, it seems as if they may now also include MTV.com as a source for videos, as MTV doesn't really play videos anymore, and there is less and less time for them in any other MTV Networks channel (or else "Paparazzi" wouldn't have been eligible last year, because I don't think it was on rotation until after the VMAs since most channels were still showing "LoveGame").
"Did It Again," then, COULD be eligible, as it was posted on MTV.com a day after "Give It Up to Me" in November 2009. Still, it's chances are VERY slim since "She Wolf" and "Give It Up to Me" are actually more recognizable in the U.S. I'd like to see "Did It Again" up for Best Cheoreography, though, but I guess we'll see what happens...

I don't think they have many limitations anymore, "Did It Again" and any other video in their eligibility and on their site could be for consideration...though of course they'll choose the most relevant videos as nominees.

I'm not really sure, but in another forum someone said that the Black Eyed Peas said the VMA's were fixed. That was in 2007. But I don't know if that's true.

Sadly yes, he will win Best New Artist for sure because since 2006 that category of Best New Artist has been fan voting :-\
It's a shame because the video of "Nothin' On You" is really amazing!

Actually, it was released here in Brazil, so I'd say it's possible it was released in Latin America as well.
That said, I'd love for it to get at least a 'Best Coreography' nomination, but, like we all know, MTV will go for the "most known" videos.

I honestly have NO Idea why the Black Eyed Peas are banned, as no one on MTV will actually, officially own up to the fact that they've been banned. However, it's fairly self-evident that they have done so: If you look at the B.E.P.'s page on MTV.com and MTVMusic.com, their latest video is Bebot, and there are NO videos from The E.N.D. uploaded to the site. They also haven't had any videos on rotation in MTV, MTV2, VH1 (and I think even MTV Tr3s), and since having your video on any of these channels is a prerequisite for eligibility, the Black Eyed Peas are still ineligible for the VMAs this year (just as they were last year).
As far as reasons go, I've heard, too, about them coming out and saying that award shows (or maybe just the VMAs) are rigged. Also, Fergie didn't attend the VMAs in 2007, when she won Female Artist of the Year, so I guess those may be two reasons for their ban. I don't really know, though...

BEP's "Imma Be" got many spins on BET's 106 & Park. All of those are owned by Viacom. IDK.

Like others have said 'Did It Again' is a much better video
And I don't know why people think it is funny the thought of 'Happy' being worthy a nomination especially looking at past winners
Saying that it most likely wont get nominated and I've never said it will.
