No and no.
You get banned for a month.
And when you come back you still have all the WP's you had that didn't expire (the expiring times vary, from 1 month, 2 months, etc).
If you come back with --for example-- 8 WP's, and get 2 more, then you will get banned again.
And if your WP's expire while you're banned, you won't come back. The "moth long ban" is mandatory.
