No I dont think thats how it works. Players of all levels get grouped together. Which is why Competitive Mode is going to launch at the end of this month. Its for the more serious players who want to get ranked against players of their own level.
d no but going against Basstion, Mei, Tracer, ect.. can be annoying so having that on my own team is super helpful!
